Steve LeBlanc earned his bachelor’s degree in Civil Engineering from the University of Maryland in 1999. He began his career with the Maryland Department of Transportation’s State Highway Administration (SHA), where he served as a Project Manager until 2001.

Steve spent the next 24 years with Johnson, Mirmiran & Thompson (JMT), headquartered in Maryland, building expertise across transportation projects and organizational leadership. His connection to Texas began in 2016 when JMT acquired Kennedy Consulting Inc. (KCI). Eager for a new challenge, Steve volunteered to relocate to Georgetown, TX to support TxDOT projects with KCI.

He worked with KCI—A JMT company until 2018 before returning to Maryland—promising he would make his way back to Texas, famously saying, “I’ll be back!”

True to his word, Steve returned in October 2025 to join the Texas Department of Transportation’s Alternative Delivery Division. And now—he’s back.
