Armando Tiscareño, PE

Armando Tiscareño is an executive in the heavy construction industry with more than three decades of experience in project management and civil engineering.


He currently serves as Project Director for Austin Rail Constructors, the joint venture between Stacy Witbeck and Sundt that was awarded the Austin PDB LRT project in February of this year. Previously, Armando served as Executive Vice President of East Operations at Stacy Witbeck, where he built a proven track record leading large-scale construction projects, particularly in the public transportation sector. His expertise spans contract negotiation, cost management, and value engineering.


Armando holds a master’s degree in Civil Engineering and Construction Management from UC Berkeley and a Bachelor of Arts in Economics from UC Santa Cruz, complementing his extensive hands-on field experience. He has played pivotal roles in major light rail expansion projects across multiple cities, demonstrating a strong commitment to advancing urban infrastructure.


In addition to his professional work, Armando has served on the boards of Latinos In Transit and the Community Streetcar Coalition, reflecting his dedication to community engagement and diversity within the transit industry. His leadership style is defined by strong team-building capabilities and a focus on innovative solutions to complex challenges.
