One of the most common drivers for Owners choosing progressive design-build projects is the desire for higher levels of cost transparency and earlier cost certainty in the project. Often, they have been burned by a design-bid-build project that came in significantly over budget and left them scrambling for last-minute scope reductions or funding sources to keep their project alive. Cost transparency and cost certainty make great buzz words when we talk about PDB, but how do these abstract ideas work in practical terms? What does the team do to provide cost transparency? How do the Design-Builder, Owner, and Owner’s Advisor work together to truly make collaborative decisions and deliver a best-value project? This presentation will walk through how the City of San Marcos FM 1978 Water Reclamation Facility Project team aligned the 30% design, the 30% cost model, and the City’s overall project and program goals to make best-value project decisions well before a bid-day surprise.
