Working with Texas based contractors, Suzanne Dawson has more than 30 years of experience with water / wastewater treatment plant and pump station projects. She has been intimately involved in all aspects of the Collaborative Delivery Model since it was written into the Texas Statutes in 2007 and has helped many Owners through their first Collaborative Delivery Project. Suzanne holds a Bachelor of Science in Building Sciences from Texas A&M University, is a certified member of DBIA (I don’t know the right words for that part), and is on the WCDA Advocacy Committee.
Joey Guerrero, Assoc. DBIA
Business Development Manager
Garney
Joey Guerrero is the Business Development Manager for Garney, supporting water and wastewater treatment facilities, pipelines, and infrastructure projects across Texas. Prior to joining Garney, Joey managed National Accounts for Xylem, partnering with many of the nation's largest water and wastewater contractors. Based in Houston, Texas, Joey brings a deep understanding of collaborative delivery, procurement strategies, and the unique challenges facing municipal water and wastewater owners. He lives in Houston with his wife and three daughters.
Kory Kyllo, DBIA, ENV SP
Project Operations and Pursuits - Collaborative Delivery

Kory Kyllo is a project executive with Kiewit Water Facilities South Co., where he is responsible for leading project delivery, coordinating multidisciplinary teams and translating design requirements into executable construction plans.
In this role, Kory oversees cost, schedule, quality, risk and trade partner performance, with a focus on clear client communication, informed decision-making and reliable field execution.
With 27 years of construction experience, Kory has managed and estimated more than $2 billion in water and wastewater work and has contributed to more than 15 CMAR projects from preconstruction through commissioning. Kory possesses extensive skills in contract management, negotiations, developing streamlined operational processes, and creative solutions in a team environment. A strong believer in developing lasting relationships, he partners with Clients, Engineers, and Trade Partners, to build a high functioning team to manage risk with open collaboration and trust.
Jeff McCord, Assoc. DBIA
Director of Business Development – Water
The Haskell Company
Jeff McCord, Assoc. DBIA serves as Director of Business Development – Water for The Haskell Company. With more than 20 years of experience in the Texas water and wastewater industry, Jeff has held leadership roles spanning construction, contractor sales, material supply, and project development. He previously spent nine years with a national waterworks distributor supporting municipal and private treatment facility projects throughout Texas and the surrounding region. Today, Jeff works with utility owners to develop and deliver critical water infrastructure through collaborative delivery methods such as Design-Build, helping clients achieve greater certainty in cost, schedule, quality, and project outcomes.
