Project Description:

Charlotte Water partnered with the Cities of Mount Holly and Belmont to deliver the Stowe Regional Water Resource Recovery Facility (SRWRRF), a more than $500 million initiative to modernizing wastewater management and support long-term regional growth. As part of this effort, Haskell was selected to upgrade Mount Holly’s facility, including the construction of new pump stations and force mains to efficiently convey wastewater to the new treatment plant.

 

This $238 million progressive design-build project included new headworks, influent pump stations, storm equalization facilities and upgrades to the existing Long Creek Pump Station. Major underground infrastructure included installation of 26-inch HDPE force mains beneath the Catawba River and 42-inch lines under Long Creek, ensuring reliable system connectivity while minimizing disruption to ongoing plant operations.

 

To manage complexity and accelerate delivery, the team implemented a phased GMP approach that mitigated supply chain, labor, and cost risks while enabling early work packages to move forward. Extensive coordination across multiple active sites, combined with strict environmental controls on a brownfield property, supported safe and efficient execution.

 

The project also incorporated advanced sustainability measures, including densification technology and environmental protection protocols, supporting long-term operational efficiency and reduced environmental impact.
