Project Description:
Garney is serving as Construction Manager at Risk (CMAR) for the City of Mesa’s Central Mesa Reuse Pipeline. This 10.5-mile reclaimed water pipeline links the City’s Northwest and Southeast Water Reclamation Plants. Working with Dibble Engineering, Kimley-Horn, and Ardurra, the $150 million project is a key investment in Mesa’s long-term water plan.
The pipeline helps support the City’s 100-year water supply plan by increasing water reuse and improving regional water management. Through an agreement with the Gila River Indian Community (GRIC), Mesa delivers treated water in exchange for Colorado River water credits. This helps protect Mesa’s drinking water, reduces reliance on groundwater, and builds a more sustainable, resilient system for the future.
Garney’s early involvement in design played a critical role in navigating the project's complexity. The team planned and coordinated over 1,000 utility crossings to avoid conflicts and keep construction on track. Crews completed 27 trenchless installations, including a 700-foot crossing under US 60. This prevented major traffic disruptions and protected existing infrastructure. Throughout construction, more than 550 traffic control plans were used and updated to keep traffic moving and inform the public.
