About the Event

Stepping into the world of Design-Build for the first time can be overwhelming—but you don’t have to do it alone. Kenneth Shirley, a 32-year industry veteran, will lead us in an insightful discussion over cocktails that will equip you with the knowledge and confidence to successfully navigate Design-Build delivery.


In addition to practical guidance, Kenneth will provide a forward-looking update on upcoming TxDOT Design-Build projects at both the local and statewide levels, offering key insights into what’s on the horizon for Texas infrastructure projects

Kenneth J. Shirley, PE, CCM, DBIA

Construction Project Engineer

Texas Department of Transportation, Strategic Projects Office


Kenneth obtained his BSCE at the University of Texas at Arlington in May, 1992 and completed his Masters of Science in Management and Administrative Sciences degree at UT Dallas in December 1999 while overseeing three high-profile TxDOT construction projects ranging from $700k to $95M.  With 10 years of TxDOT experience, Kenneth became a Consultant Resident Engineer for Arkansas Hwy & Trans Dept’s Hope District during the first bond program in 2002-2004.  Then, after 12 years in Virginia as a District Construction Engineer for 7 years (as well as Acting State Construction Engineer) and Consultant Operations Manager, he returned to Arkansas DOT with numerous Design-Build projects under his belt as well as Locally Administered and Mega Project experience.  After two years on a $79M highway reconstruction project in Cabot, AR, he was the Consultant Resident Engineer on ArDOT’s largest design-bid-build project at $187M funded by the Connecting Arkansas Program.  Approximately four years ago, he rejoined TxDOT in Beaumont’s Liberty Area Office as a Transportation Engineer where he was assigned as the Construction Engineer overseeing traffic control, quality, and safety with a team of consultant staff on the $944M SH 99 Grand Parkway H & I from New Caney to Fred Hartman bridge.  He has since transferred to Houston’s Strategic Project Office to continue his Design-Build career.  He is licensed as a Registered Professional Engineer in Texas, a Certified Construction Manager with the Construction Management Association of America as well as an accredited Design Build professional with DBIA.  He and Analiza have been married for 6.5 years with one fur-baby, Bindi (French Bulldog).  They love fishing, boating, landscaping, gardening, raising chickens and quail as well as involvement in The Gideons International.
