About the Event

The City of Houston Public Works and the San Antonio River Authority (River Authority) have both embarked on treatment plant expansions for their first Progressive Design-Build projects. Houston will expand the Northeast Water Purification Plant (NEWPP) by 320 million gallons per day (MGD) with an expected cost of $2 billion. The River Authority will expand the Salitrillo Wastewater Treatment Plant to 7.83 MGD with an expected cost of $25 million. 

Assembling the Request For Proposals (RFP) was challenging – finding the precise balance between cost and technical considerations to ensure the best value design builder would be selected while costs are controlled. Methodology for the RFPs and the considerations that were taken during the procurement will be presented.
