Douglas Herbst, DBIA has more than 35 years of experience with the development, procurement, negotiation and implementation of Collaborative Project Delivery, including CMAR, DB, DBO and other forms of Public Private Partnerships, involving ownership and financing. He also has experience with outsourcing operations and maintenance services. As a public owner advisor, he has advised many state and local governments on the many aspects of collaborative delivery feasibility, evaluation, procurement and implementation. He is past President and Chairman of the Southwest Region of the Design Build Institute of America (DBIA) and current Board member.
