About the Presenters
Douglas Herbst, DBIA has more than 35 years of experience with the development, procurement, negotiation and implementation of Collaborative Project Delivery, including CMAR, DB, DBO and other forms of Public Private Partnerships, involving ownership and financing. He also has experience with outsourcing operations and maintenance services. As a public owner advisor, he has advised many state and local governments on the many aspects of collaborative delivery feasibility, evaluation, procurement and implementation. He is past President and Chairman of the Southwest Region of the Design Build Institute of America (DBIA) and current Board member. He is currently a member of the DBIA Water and Wastewater Committee, Public Private Partnership Committee and the water industry representative on the Best Practices Committee and assisted in the development of the DBIA’s Design Build Best Practices.
Richard Thomas is DBIA’s “fixer.” Since 2009, he’s been traveling the nation helping state legislatures throughout our 14 Regions pass new design-build legislation, expand existing laws and defeat efforts to roll back design-build progress.
