Robert Cowen

Robert is the Project Director for the Houston Waterworks Team (HWT is a joint venture of Jacobs Engineering Group and CDM Constructors), currently managing the $1.8 Billion dollar progressive design build Northeast Water Purification Plant (NEWPP) Expansion Project in Houston, TX. It is the largest $ PDB drinking water treatment plant project in the nation.

He has more than 30 years of experience in large project, program, and construction management projects executed domestically and internationally, with expertise managing programs with costs exceeding $1 billion.

The types of projects Robert's teams have completed include drinking water treatment plants, wastewater treatment, utilities, environmental remediation, electrical power and utilities distribution, complex, industrial and commercial projects in austere and contingency environments across the globe.

Originally from Texas and a graduate of Texas A&M University. Robert has been living in Houston, TX while managing the NEWPP Expansion project.
