“Successful Application of Design-Build for Tunneling Projects”

Design-Build for tunneling projects is radically different as compared to above-ground construction. Tunneling requires the creation of subsurface space inside of which the finished facility will be constructed and much of the cost and most the risk for a tunneling project is related to the creation of that space. Hence, a clear understanding of the ground conditions in which the tunnel will be constructed is of paramount importance to project success. Other issues associated with successful Design-Build for tunneling projects such as team structure, project procurement, design development, and construction-phase considerations will also be discussed during this presentation. *Approved for 1.0 hour of DBIA credit.
Dr. Gary Brierley has more than 50 years of experience with the design and construction of tunneling projects. During that time, he has been involved with literally hundreds of projects; many of which used a Design-Build format for project procurement. Dr. Brierley has published more than 200 technical papers relating to tunneling and was a co-editor of the book entitled Design-Build for Subsurface Projects, Second Edition, that was published by SME in 2010. Dr. Brierley started the firm Brierley Associates in 1999 and since 2013 has been President of Doctor Mole, Incorporated, a consulting practice providing engineering services to owners, contractors, engineers, public agencies, and attorneys.
David J. Hatem is a partner in the Boston-based law firm Donovan Hatem LLP. Nationally recognized for his expertise in representing engineers, architects and construction management professionals, David leads the firm’s Professional Practices Group which serves design professionals. David has been practicing law for approximately 40 years and has served as ACEC/MA Counsel since 1988. In recognition of his extraordinary career dedicated to the engineering sector, David received the Engineering Center Education Trust 2016 “Leadership in Professional Practice Legal Services” award and the 2008 ACEC Distinguished Service Award. David teaches Legal Aspects of Engineering at Tufts University and Legal Aspects of Civil Engineering at Northeastern University Graduate School of Engineering. He has authored and edited numerous articles and publications in his field of expertise, including the second edition of Public-Private Partnerships and Design-Build, Opportunities and Risks for Consulting Engineers, Subsurface Conditions: Risk Management for Design and Construction Management Professionals, Design-Build Subsurface Projects, and Megaprojects: Challenges and Recommended Practices.
